Masks at the time were to be worn entering or exiting any venue and while going to the toilet.

“No mask at any time; no drink, no food; and not even any use of the hand sanitiser provided.
“We watched as he came in with an aide and simply stood chatting. I was gobsmacked.
“He had a TV camera crew following him but they remained outside.”
Sir Keir’s spokesperson declined to comment.
