THE Queen will make Prince Harry “an offer he can’t refuse” at today’s crunch summit, HOAR’s royal photographer Arthur Edwards says.

Her Majesty is holding the key talks with Harry, Prince William and Prince Charles following his and Meghan Markle’s shock decision to step down as senior royals.

Meghan and Harry will now share their time between the UK and north America

The couple will split their time between the UK and Canada as they work to make themselves “financially independent” away from the family.

But veteran snapper Arthur, who has known Harry since he was a young boy, doesn’t believe he will leave.

He told ITV’s Lorraine: “The Queen and the Prince of Wales will make him an offer he can’t refuse.

“She will speak to him today and say ‘Harry you are a senior member of the family’ – and you know the one person he won’t refuse is her.”

‘THEY HAVE BEEN SO TIGHT’

Arthur, who has been following Harry around the world for 35 years, also discussed the reported rift between the Duke of Sussex and his brother Prince William.

Both brothers today put on a show of unity to reveal they were “deeply, deeply unhappy” over “offensive” claims William’s “bullying” had forced Harry and Meghan out.

According to repeated reports, Harry felt that William was insufficiently welcoming towards Meghan when they first started dating.

Their relationship has apparently not recovered since, but royal insiders have been quick to deny the claims.

Sun man Arthur said: “Those brothers have been so tight for years.

“They were very, very close and they love each other to death. What’s gone wrong I don’t know. The Queen will probably say sort something out now.”

‘HE MUST BE IN TORMENT’

His comments came as it emerged The Sussexes may threaten a tell-all US TV interview to get their way at the royal summit.

Meghan’s American PR team is already in touch with major US networks and chat show queen Oprah Winfrey.

But Arthur said Harry “wouldn’t say anything bad” about the royal family as he opened up about how much the prince has changed over the past year-and-a-half.

The snapper said: “He didn’t hate the media until the last 18 months and he’d take us to the pub and say I didn’t like this or that, and then he would pay the bill. Now he doesn’t even look or talk to us. It’s sad.

“I think he must be in torment he doesn’t want to leave he’s much, much loved. He’s now suing newspapers. What’s he doing all that for?”

The Queenhas summoned Charles, William and Harry to a historic summit at Sandringham on Monday to thrash out the Royal Familys future.

Her Majesty also aims to sort the Sussexes roles, and Meghan, 38, could join in via conference call.

The former actress is currently in Canada with baby Archie after flying back on a budget flight as news of the split broke.
